How to Get the Builder Legacy in State of Decay 2

If you manage to make your leader a Builder, here are the following missions that you will need to finish in order to complete your community and unlock the Builder Legacy:

And here are the following facility perks of being a Builder:

Sniper tower: Radio unlock: Sniper cover. Requires ammo and at least one armed survivor to function (or two for full effect).
